Joseph H. Tseng

 

Joseph Tseng is Managing Partner of Tseng, Hsu, Lan & Lin LLP.  He has also served as a Board Member of CTBC Bank since 2009 and Chair of the Audit & Compliance Committee since 2011.

 

Mr. Tseng has over 30 years of public and private industry experience in auditing, accounting, tax and consulting, specializing in forensic accounting, litigation support and expert witness work.  He has worked on over 130 civil and criminal cases during his career.  He has also been appointed by the Los Angeles Superior Court in several cases in the capacity of special master and referee, court’s accounting consultant, and receiver.

Mr. Tseng also provides value-based assurance services for many small to large companies and consulting services to many U.S. subsidiaries of foreign publicly traded companies on international trade and finance, banking and finance, mergers and acquisitions, and due diligence.  He has served as board director and part-time CFO for a number of high tech and internet start-ups involving fund raising, valuation analysis, computerized accounting and internal control system set-up, financial forecast and budgeting, and tax consulting related to start-ups and high tech companies.

From 2001 to 2004, Mr. Tseng was appointed by California Governor Gray Davis to serve as one of the ten board members of the California State Board of Accountancy, which oversees and regulates over 70,000 CPAs in the State of California.  He also served as Treasurer and Secretary of the Board of Accountancy from year 2002 to 2003.  Currently Mr. Tseng is a member of the Panel of Expert Witnesses of the Los Angeles Superior Court.

Mr. Tseng has held several professional affiliations throughout his career, with current ones including Member of American Institute of CPAs, California Society of CPAs, California Receivers Forum, and Southern California Chinese Lawyers Association.  He is also an Associate Member of the Association of Certified Fraud Examiners, Los Angeles County Bar Association and National Association of Chinese American Bankers, Founding President of the Los Angeles Chinese-American Sheriff’s Advisory, former Advisory Board Member of the Asia Society and former Board Director of Asia Program Advisory Board of California State University, Fullerton.

In addition, he has served as a guest lecturer on accounting and tax matters at the University of California, Los Angeles and California State University (Los Angeles and Fullerton), and has published articles and presented seminars on various accounting, fraud, and tax matters throughout his career.

Mr. Tseng is a CPA and Certified Fraud Examiner from the State of California.  He received an MBA in accounting from Chaminade University of Honolulu and a Bachelor’s in accounting from the University of Hawaii.
